The Town of Newton runs its own water and sewer utility. It owns a wastewater treatment plant permitted at 1.4 million gallons a day. More than twenty miles of collection lines run under the streets. The sewer area covers the built up center, approved by the state as a regional center in 2013.
Outside that line the county wastewater plan calls the rest of the map septic areas. Andover Township, Fredon, Hampton, Green, Lafayette and Stillwater have no township sewer system. A handful of developments there run small private plants, and everything else treats its waste on its own lot.
Inside the sewer area, the line running from your building to the main belongs to you. Roots, a broken pipe or a bellied line means digging that lateral up. We handle sewer lateral repairs by open trench, then put the yard back.
Newton sits in the Kittatinny Valley, between Kittatinny Ridge to the west and the Highlands to the southeast. County geology puts the valley floor on limestone and dolomite, with belts of shale and slate through it. Limestone dissolves slowly in water, and that is where sinkholes come from.
Green Township and Sparta sit in the Highlands, on granite and gneiss, the oldest rock in New Jersey. Rock ledge sits near the surface across a lot of that ground. The last glacier covered all of Sussex County about twenty thousand years ago. It left till, boulders, drumlins and old lake beds behind.
That mix is why one lot takes a standard septic field and the lot next door will not. The county wastewater plan names shallow depth to bedrock and a seasonal high water table as the constraints here. Soil logs and a percolation test settle it before anything gets designed.
New Jersey septic systems follow the state code, N.J.A.C. 7:9A. In Sussex County the review runs through the county Division of Health, Office of Environmental Health. That office sits in Hamburg, northeast of town. Newton is the county seat, and the county offices are on Spring Street.
Soil testing comes first. A site evaluator digs the soil logs and runs the percolation test. That is a licensed engineer, soil scientist or health officer. Those results set the soil suitability class, and the class sets the kind of field the lot can hold.
We dig the test pits for that work, and we install the approved design. Where bedrock or the water table sits high, the code allows a mounded disposal field. Tank, distribution box, absorption field, backfill and final grading are the parts we put in.
The Paulins Kill and the Pequest River both drain the land around Newton, so the ground here runs two ways. Ground water sits high through spring, and the low spots stay soft well into the season. That same water shows up as a wet basement or a soggy back yard. We fix that with yard and stormwater drainage work outside the house.
On wooded lots in Fredon, Hampton and Green Township, clearing the septic area comes first. Trees, brush, stumps and rock ledge come out with excavators, and the debris leaves the site. Selective work keeps the trees you wanted to keep.
